Poor little thing. She must have been so scared, and dehydrated. Her people must have been very worried.
I can't imagine why a reptile can't travel with the passenger! So long as it is in a suitable carrier.
As far as I know, at least on US internal flights, very small dogs can travel with the passenger. I hope that one day we get a completely animal-friendly air service. So even if they can't travel in the passenger section (some might fight with each other for example, or there might be a mix of cats and dogs) -they should have their own comfortable section where they are crated, and a dedicated attendant is monitoring them. And that is their job on the flight.
Just sticking any creature in cargo is bordering on cruel.
