No dog should ever die like that. The protest tells me that a lot of people in Hong Kong feel the same way.
Animal abusers are cowards. If the penalties are strong enough they will hesitate to harm animals. It is the only way to stop them. There is no point in appealing to their humanity. Anyone who would throw a dog off a roof is lacking in humanity.
