This has only been running since 2009 so I hear. 10 YEARS. There are those who make it out to be an old tradition. I question that, as many do.
The reason it is not stopped is MONEY. Profits. Plus a corrupt system of government and councils who would rather help those who make money to continue to do so (the councils presumably getting "back-handers" of some kind, or at least maybe having some stakes in it?)
Human corruption. That is (I assume) why the animal cruelty laws are non-responsive to change.
