I think it must have already been in the planning phase. You are right about the timing though. They may have chosen to make the announcement when it would be well received. I am going to hope they phase out the animal testing sooner.

It is certainly understood that animal testing doesn't work. If it doesn't work, why continue to use animals until  2035.
It makes no sense and it is a lot of animal lives lost for no good reason.

At least they will let the animals be adopted.
