USA passes bill banning the eating of dogs and cat
First let me say I am surprized to find that eating dogs and cats has been legal in 44 states. That is a bit of a shock. I knew in some areas of the country it was legal even if it was not being done. I had no idea it was legal in more than half the country. 
Having a bill that banns the eating of dogs and cats in the whole country closes off the possibility of a pet meat trade.

I am wondering now if it was legal or just not illegal to eat dogs and cats. Certainly the practice has never been common as far as I can tell. I have never heard of anyone eating cats or dogs in the USA.

I did find out that it was already illegal for slaughterhouses to handle dogs and cats and it was illegal to sell the meat.

It actually isn't illegal to eat pets in Canada.

We might hope that no dogs or cats are being eaten, but I have my doubts. I am sure it happens because we have done nothing to regulate it. Canada really needs to modernize its animal protection laws.
