Yes there has to be an evacuation plan which includes animals. I can imagine it would be much much harder with a herd of cows or a flock of sheep, but how impossible? Even if those animals had to be confined after evacuation for a while it is better than being burned alive !
As for dogs, cats and other companion animals, it should be easy !! More temporary accommodation places should be willing to help evacuees keep their animals with them !
I would have just grabbed Misty, grabbed a tent (literally), a back-pack and got the heck out.
