I can't even imagine what it would have done to expose children to such cruelty. The cost of trying to fix a lot of damaged children would be higher than the cost of dealing humanely with the feral cats. If they did a massive effort to neuter the cats, the numbers would stop increasing and even start to drop.
It would be a big undertaking and it would involve some cost, but killing contests have a higher cost in terms of human wellbeing. No one can be involved in acts of cruelty without being affected somehow.
