Flash flood in Washington DC floods doggie daycare

Washington DC suffered heavy rain and flash flooding. Sadly a doggy daycare was in the flood area. Some dogs were saved, but ten dogs were lost.
The flood waters rose quickly and a window broke allowing the water to fill the building.

This was a tragedy and it seems it was a preventable tragedy. 
This was not the first time there were floods in the area.
